WhatsApp is the site management system, and it is not a bad one
Many construction sites in India rely heavily on WhatsApp groups, and any honest argument for software has to start by acknowledging why.
It is instant. Everyone already has it, including subcontractors, suppliers and the client's engineer. It handles photographs, which is most of what site communication is. It works on any phone, needs no training, and nobody has to be persuaded to adopt it. For getting a problem in front of the right person in ninety seconds, it is hard to beat.
Its failures are specific and they are all the same failure in different forms.
Nothing can be found
A photograph of a defect from March is technically in the group. Locating it means scrolling past four thousand messages, so in practice it does not exist.
Nothing has a state
A message reporting a problem is identical whether the problem is open, resolved, or was never read. The group has no way to hold the difference.
Nothing has an owner
A message to twelve people is addressed to nobody. The instruction gets followed when somebody takes it personally.

The gate is a control point you already have
Most construction sites have a gate or controlled access point, and many have a register at it. Very few use what it produces.
A gate or controlled access point is often one of the site's most useful physical control points. Material, vehicles and people can be recorded there, and outward movements can be checked against the site's procedures. Where the site has other access points, those need to be included in the same control process.
Material leaving is where the value is. Returnable items going back to a supplier or another site, rejected material going out, scrap, surplus, and equipment being transferred. Where the site's procedures require controlled outward movement, a gate pass or other authorised outward-movement record can capture what is leaving, whose authority it left under and where it is going. This is one practical control many sites can implement with relatively little additional process.

Every site has one person who knows how it actually works. Which supplier delivers on time and which needs chasing. Which subcontractor's supervisor can be relied on. Where the temporary power comes from and what it will not take. Which client engineer to approach for which kind of decision. What was agreed verbally last month.
None of this is written anywhere, and it is not a criticism of anybody. It is the ordinary state of a construction site, and it works well right up to the moment that person is on leave, ill, transferred, or resigns. Then a site of two hundred people is run by somebody reconstructing five months of context from a WhatsApp history.
The realistic response is not to try to capture everything, which fails. It is to identify the handful of things whose absence actually stops work and put those somewhere shared. Instructions received and their status. Permits and who may issue them. Gate authority. Current temporary works arrangements. Open observations from the last client walkthrough. That is a short list and it is achievable. It converts a handover from an archaeological exercise into a briefing, and the benefit shows up on the first day somebody is unexpectedly absent rather than years later.
